حمایت از صنایع کوچک با تدوین لایحه حمایت قضایی و حقوقی از فاکتور رسمی نپرداختن به بعضی از امور مهم و حائز اهمیت موجب خواهد شد تا روزی از روزهای سال به یک امر اختصاص یابد . یکی از این روزها روز ملی صنایع کوچک است. ۲۱ مرداد روز ملی صنایع کوچک ، فرصتی را فراهم می سازد به این مهم که اصولا” در بقیه روزهای سال مورد توجه قرار نمی گیرد ، بیشتر پرداخته شود . اهمیت صنایع کوچک هنگامی هویدا می گردد که سود و زیان یا فایده و هزینه این صنایع با صنایع بزرگ مورد مقایسه و ارزیابی قرار گیرد . صنایع بزرگ عمدتا” با سرمایه گذاری های ملی و سنگین غیرقابل بازگشت همراه است و بدلیل بزرگی همواره بار مالی آن بر دوش دولت و ملت می ماند . زیرا اغلب به ابعاد و ویژگیهای آن توجه می شود و نقطه بازگشت سرمایه کمتر مورد توجه قرار می گیرد . در حالیکه صنایع کوچک اغلب نقطه بازگشت سرمایه مشخصی دارد . هر چند به جرات می توان این ادعا را مطرح کرد که به تعداد فواید واحدهای کوچک صنعتی ، مقررات پر چالش تدوین و وضع شده است . در سال اقتصاد مقاومتی و تولید واشتغال ، سعی شده است با برگزاری سمینارها و کارگروههای مختلف و جلسات ستادی به رفع موانع تولید و تسهیل روند فعالیت تولید پرداخته شود . اما تا کنون برنامه ای کار آمد از این جلسات حاصل نشده است . برگزاری این جلسات قیاس معالجه پزشک بدون حضور بیمار است . چنین معالجه ای چند درصد شانس موفقیت را دارد . این جلسات نیز همین مقدار امکان موفقیت را دارد . با این مقدمه از عمده ترین مشکل واحدها تولید رونمایی می شود : مشکل نقدینگی یکی از عوامل عمده مشکل نقدینگی واحدهای تولیدی در کنارمشکلات اقتصادی دولت و بانکها ، عدم بازگشت سرمایه و تسویه نشدن فاکتورهای تولیدکنندگان است . صدور یک فاکتور رسمی توسط تولیدکنندگان حاصل تلاش بسیار و رسیدن به هدفی صعب العبور است . یک تولیدکننده پس از فراهم ساختن زیرساختهای تولید مانند تجهیز ماشین الات ، تامین نیروی انسانی ، تبلیغات و بازاریابی ، در نهایت موفق به فروش خواهد شد و نقطه پایانی این پروسه پر زحمت صدور فاکتور رسمی برای مشتری است . اگر با دقت به اثرات و تبعات صدور یک فاکتور رسمی توجه شود و فرض اولیه این باشد که در فاکتور رسمی صادر شده ۱۰ درصد سود ناویژه تولید کننده مستتر است . با احتساب ۹ % مالیات ارزش افزوده و ۲۵ % مالیات عملکرد از س
